Obtains the FRU activation policy.

A value of 00h is used.
3FRU Activation Policy[1]
[7:2]=Reserved. Write as 0000 00b
[1]=Deactivation-Locked bit. A 1b indicates the FRU is Deactivation-Locked. If it is in the M4 state, it will not transition to M5 until this bit is cleared.
[0]=Locked bit. A 1b indicates the FRU is locked and if it is in the M1 state, it will not transition on to M2 until unlocked.
