Set the FRU activation policy.

3FRU Activation Policy Mask Bits[1]
[7:2]=Reserved. Write as 0000 00b
[1]=1–Bit in Byte 4 of command will affect the Deactivation-Locked bit
[0]=1–Bit in Byte 4 of command will affect the Locked bit
4FRU Activation Policy Set Bits[1]
[7:2]=Reserved. Write as 0000 00b
[1]=(ignored if Bit 1 of Byte 3=0)
0b-Clear Deactivation-Locked–FRU can transition from M4 to M5
1b-Set Deactivation-Locked–FRU cannot transition from M4 to M5
[0]=(ignored if Bit 0 of Byte 3=0)
0b-Clear Locked–FRU can transition from M1 to M2
1b-Set Locked–FRU cannot transition from M1 to M2
