Set the fan speed.

1:3Manufacturer ID, LS Byte first. The length is fixed to three bytes. For example, if the vendor ID is 2011 and the corresponding hexadecimal value is 0x0007DB, the first byte is DBh, the second byte is 07h, and the third byte is 00h.
4Sub command, sub command=10h
5base fan id: indicates the start ID of the fan whose speed is to be adjusted.
6:Nfan speed: speed of the fans starting from the base fan ID. If the byte value is 0xFF, the rotational speed of the fan is not changed.
Note: This command is used by the in-band management software to send the expected fan speed to the BMC for final synthesis. The expected fan speed is only an input of the BMC heat dissipation module. Whether the fan speed needs to be adjusted depends on whether the fan speed needs to be adjusted.
