Activate the TSB license.

1:3Manufacturer ID, LS Byte first. The length is fixed to three bytes. For example, if the vendor ID is 2011 and the corresponding hexadecimal value is 0x0007DB, the first byte is DBh, the second byte is 07h, and the third byte is 00h.

0: Generate a request for applying for the TSB license.
1: Obtain the request for applying for the TSB license.
2. Import the TSB license.
3: Obtain the TSB license activation result.
6:71. Flag: [15] When Action Type is 2, this bit indicates:
0- indicates the last frame of data.
1- Data transmission is not complete. Other values: Ignore this field.
2. offset: [14:0] When Action Type is 1, this byte indicates the read offset position. When Action Type is 2, this byte indicates the write offset position. In other cases, this byte is ignored.

When Action Type is set to 2, the value of N is 0.
